The recovery hinges on a critical technical floor: the 200-day exponential moving average has successfully resisted selling pressure, a sign that some demand persists at current levels. However, the broader technical picture remains challenged. A bearish pattern called the “death cross”—where the 50-day moving average trades below the 200-day moving average—remains active on the daily chart. Traders monitoring prediction markets on Myriad show even more skepticism: 64.6% of participants are betting Bitcoin reaches $55,000 before climbing to $84,000. This positioning reflects sustained pessimism in the trading community.

Institutional Buyers Remain on the Sidelines

The Coinbase Premium Index, which measures whether U.S. institutional investors are paying above-market prices for Bitcoin, has been in negative territory continuously since May. The Crypto Fear & Greed Index sitting at 33 reflects cautious sentiment without outright panic—a state of limbo that favors neither bulls nor bears decisively.

Regulatory Clarity Could Shift the Equation

A potential catalyst for sentiment emerged from Washington. Treasury Secretary Scott Bessent signaled to lawmakers that the stalled Clarity Act—legislation intended to resolve jurisdiction disputes between the SEC and CFTC—is nearing passage before Congress’s August 7 recess. Market structure legislation has long been sought by the crypto industry as a path to institutional adoption, though political timelines remain uncertain.

The convergence of technical recovery, persistent institutional caution, and intermittent regulatory progress leaves Bitcoin in an uncomfortable middle ground: supported by real demand at current levels, yet weighed down by bearish sentiment in derivatives markets and lukewarm institutional participation.
