Ripple and Industry Leaders Escalate Push for Digital Asset Clarity Act Amid Democratic Opposition
As political gridlock threatens a major crypto regulation bill, Ripple and Coinbase intensify efforts to advance the Digital Asset Market Clarity Act through Congress.
The Case for Regulatory Clarity
Ripple’s leadership, including CEO Brad Garlinghouse and Chief Legal Officer Stuart Alderoty, are mounting a coordinated campaign to advance the Digital Asset Market Clarity Act. The momentum comes as legislative prospects face increasing scrutiny on Capitol Hill. Garlinghouse took to social media to express his conviction that lawmakers must not allow pursuit of legislative perfection to obstruct necessary progress. His remarks directly supported Alderoty’s assertion that the bill addresses fundamental consumer protection concerns while establishing clear industry standards.
Alderoty characterized the legislation as a comprehensive consumer protection framework incorporating stringent anti-money laundering and know-your-customer protocols. The bill would also provide federal law enforcement and state attorneys general with enhanced enforcement tools. He cautioned that rejecting the measure would leave consumers vulnerable to the status quo, where regulatory ambiguity creates exploitation opportunities for bad actors operating with minimal oversight.
Mounting Political Opposition Narrows Path Forward
Despite industry support, the legislation confronts considerable opposition from Democratic lawmakers. A coalition of Democratic senators representing Maryland, New Jersey, Nevada, and Arizona have objected to the bill’s current version. The political resistance has substantially contracted the bill’s pathway to passage, with experts now estimating less than 40% probability of enactment this year. The gridlock illustrates broader congressional tensions regarding cryptocurrency regulation, where disagreements on peripheral issues threaten to derail foundational market structure reforms.
Broader Industry Consensus Emerges
Coinbase has joined Ripple in publicly endorsing the Clarity Act. CEO Brian Armstrong contended that the bill has matured sufficiently for a full Senate floor vote and represents the product of extensive bipartisan negotiation. He highlighted the inadequacy of America’s existing regulatory framework, noting that the absence of federal standards has enabled bad actors—citing FTX as a prominent example—to harm consumers. Armstrong further observed that regulatory uncertainty has driven significant portions of the industry’s operational base beyond U.S. jurisdiction entirely.
Armstrong emphasized that establishing clear federal regulatory standards would benefit the broader American economy regardless of individual positions on cryptocurrency technology itself. He stressed that regulatory certainty, not regulatory absence, provides the foundation for consumer protection and competitive global positioning. Analyst Joshua Riezman from GSR reinforced these arguments, warning that allowing peripheral policy disagreements to torpedo the legislation would perpetuate existing regulatory chaos and accelerate offshore migration of digital asset infrastructure.
Clear federal regulatory standards through the Clarity Act could unlock institutional adoption and unlock XRP’s potential as a compliant solution for cross-border payments.
