The U.S. cryptocurrency sector faces a critical juncture as lawmakers continue debating the Digital Asset Market Clarity Act—landmark legislation that could fundamentally reshape how digital assets are regulated in America. With the Senate’s traditional August recess approaching rapidly, the cryptocurrency community has intensified its push for passage, even as behind-the-scenes negotiations in Washington continue to threaten the bill’s momentum.

The cryptocurrency industry’s patience with Washington’s regulatory stalling has worn dangerously thin. Ripple’s Chief Technology Officer Emeritus David Schwartz recently crystallized this sentiment in a post on the social media platform X, where he suggested the Digital Asset Market Clarity Act be abbreviated as the “DAM Clarity Act”—a playful acronym that unmistakably evokes far more colorful language. In his post, Schwartz urged lawmakers to “Pass the DAM Clarity Act already,” a quip that immediately resonated throughout the crypto community by perfectly capturing months of frustration with prolonged legislative disputes.

Shortly after Schwartz’s post, Ripple CEO Brad Garlinghouse amplified the call for immediate action, directly urging lawmakers to abandon their obsessive pursuit of perfect legislative wording and simply pass the bill in its current form. Garlinghouse emphasized that the industry cannot afford to wait any longer for resolution. This dual pressure from prominent crypto leaders reflects a genuine crisis: regulatory uncertainty has constrained the digital asset industry while international competitors have forged ahead with clearer, more favorable frameworks.

A Fundamental Shift in Cryptocurrency Oversight

The Digital Asset Market Clarity Act proposes a consequential restructuring of cryptocurrency regulation in the United States. Rather than continuing under the current oversight structure dominated by the Securities and Exchange Commission, the bill would transfer primary regulatory authority over the cryptocurrency market to the Commodity Futures Trading Commission. This shift carries profound implications for the industry.

Most significantly, the legislation would formally designate major cryptocurrencies—including XRP—as digital commodities. This classification would resolve years of contentious regulatory dispute and provide the clarity the industry has desperately sought. Certain lawmakers continue demanding stricter anti-money-laundering provisions and more rigid oversight of stablecoins—requirements that complicate compromise negotiations even further. With lawmakers scheduled to leave Washington within days, the window for reaching agreement has narrowed to almost nothing.

As the Senate remains ensnared in endless deliberation, Schwartz’s sardonic renaming of the bill may ultimately prove prophetic: the “DAM Clarity Act” could become the most accurate description of important legislation stuck in procedural limbo, unable to advance despite substantial industry support and official acknowledgment of its urgency.
