The U.S. Senate faces a shrinking window to address comprehensive crypto legislation before the 2026 elections take center stage. Three major cryptocurrency advocacy organizations—the Crypto Council for Innovation, Digital Chamber, and Blockchain Association—have escalated pressure by directly urging Senate leadership to bring the Digital Asset Market Clarity (CLARITY) Act to the floor for a vote, according to the Crypto Council for Innovation.

The groups sent a letter Friday to Senate Majority Leader John Thune and Minority Leader Chuck Schumer, stressing the urgency as the legislative calendar tightens. The organizations expressed openness to ongoing bipartisan negotiations, indicating support for continued good-faith discussions among senators across party lines.

Republicans Control the Count, Ethics Dispute Creates Obstacles

The CLARITY Act requires 60 votes to pass, and Republicans currently hold a 52-47 Senate advantage. GOP lawmakers have been driving toward a vote before the chamber breaks in August. Despite clearing the Senate banking and agriculture committees, some lawmakers have indicated they may block their support unless key provisions are revised.

Republicans recently unveiled the bill’s text with ethics provisions designed to bar public officials from issuing or sponsoring cryptocurrencies. Democratic senators contend these protections remain insufficient to combat corruption. Senator Ruben Gallego voiced serious concerns about the ethics framework, suggesting that the proposed measures fall short of meaningful safeguards against misconduct.

Industry Leaders Rally Behind Regulatory Clarity and Consumer Protection

Despite political divisions, prominent crypto executives are backing the legislation. Coinbase CEO Brian Armstrong pointed to the existing regulatory vacuum and its consequences, noting that the lack of federal structure enables harm to U.S. customers while pushing significant portions of the industry offshore. He contends the bill would deliver essential consumer protections and furnish law enforcement with practical regulatory tools.

Orest Gavryliak, chief legal officer of decentralized finance platform 1inch, emphasized that CLARITY would provide proper legal recognition for non-custodial protocols. In comments shared on Cointelegraph’s Chain Reaction podcast, Gavryliak stressed that the legislation would prevent regulators from applying custodial frameworks—designed for traditional finance—to decentralized systems, a distinction he views as fundamental for protocol development.

A vote delay past the August recess would likely push CLARITY consideration into the weeks preceding the 2026 midterms, historically an unfavorable period for contentious legislation. As of Friday, prediction market Kalshi assigned a 40.3% probability that passage would occur before the Senate recess, highlighting the genuine uncertainty surrounding timing.

Clear federal crypto regulation could anchor digital asset innovation and institutional participation within U.S. borders rather than offshore alternatives, making legislative progress on CLARITY critical for the broader cryptocurrency ecosystem’s competitive positioning.
