State Department Launches Digital Freedom Program with Bitcoin Advocacy Partner

The United States State Department has announced a new diplomatic initiative aimed at advancing global digital rights and technological freedom. The program, known as the Freedom Tech Excellence Program (FTEP), brings together private sector organizations to collaborate with State Department officials on matters ranging from online freedom of expression to emerging technology governance. According to the State Department, the Bitcoin Policy Institute has been selected as a founding partner in this initiative, marking a significant institutional recognition of crypto-focused advocacy organizations within US diplomatic circles.

The Bitcoin Policy Institute announced Friday that it would participate as a founding partner alongside three additional organizations: the technology company Palantir Technologies, defense technology firm Anduril Industries, and the Victims of Communism Memorial Foundation. This diverse coalition reflects the State Department’s recognition that addressing contemporary challenges in digital freedom, privacy, and technology governance requires perspectives from both traditional national security organizations and newer technology-focused entities dedicated to emerging technologies.

Private Sector Professionals Embed Within State Department

The Freedom Tech Excellence Program operates by deploying employees from partner organizations into temporary assignments within the State Department. These professionals will work directly alongside career diplomats and policy experts to help shape American foreign policy on critical technology issues. According to the State Department, the program’s scope encompasses several interconnected policy areas: protecting online freedom of expression, developing privacy-enhancing technologies, countering digital surveillance by authoritarian regimes, and establishing frameworks for responsible artificial intelligence governance.

This model of direct collaboration between private sector talent and government represents an evolution in how the State Department approaches technology policy. Rather than relying solely on government experts, the department is explicitly seeking to embed specialized knowledge from organizations deeply engaged with emerging technologies and their implications for human rights and democratic values.

Bitcoin Policy Institute’s Expanding Role in US Policy

The Bitcoin Policy Institute, established in 2021 as a non-partisan research and advocacy organization, has become an increasingly influential voice in shaping how Washington approaches digital assets and technology policy. Recent efforts by the organization have focused on advancing legislation to codify an executive order signed by President Donald Trump in March 2025. That order directed the creation of a strategic cryptocurrency reserve—a proposal that would significantly elevate the United States’ role as an active participant in the digital asset economy.

Despite BPI’s advocacy efforts, Congress has not yet passed legislation implementing Trump’s March 2025 directive as of July 2026. The strategic cryptocurrency reserve remains pending legislative action. BPI’s new role within the State Department’s digital freedom program could provide additional institutional leverage for advancing crypto-friendly policies more broadly. The appointment underscores a broader shift in how Washington treats cryptocurrency advocacy, with organizations like BPI transitioning from outsider status to recognized participants in government policy formulation.
