Since then, legislative staff members from the Senate Banking and Agriculture Committee have invested considerable effort—thousands of hours, as Bessent noted—in crafting bipartisan revisions to the cryptocurrency market structure legislation. Republicans now have a version ready for a floor vote, yet Senate Democrats have not scheduled action on the measure.

On Thursday, Bessent escalated his public campaign for swift passage, taking to social media to voice frustration with the delay. He contended that the postponement represents a missed opportunity for American leadership in the rapidly evolving crypto space. Bessent framed the choice before Congress in stark terms: either establish clear rules for digital assets domestically or watch the industry relocate to jurisdictions with more accommodating regulatory frameworks. Losing this legislative window, he warned, could cost the United States its position as a global leader in digital finance.

Consumer Protections and Regulatory Standards at the Heart of the Bill

The Treasury secretary dismissed concerns that the Clarity Act leaves consumers vulnerable to fraud or fails to adequately combat financial crime. Bessent highlighted that specific provisions—namely Titles II and III of the bill—would substantially increase compliance obligations for digital asset platforms, bringing their standards closer to those governing traditional financial institutions under existing law.

Additionally, Bessent defended the Blockchain Regulatory Certainty Act, a component within the broader Clarity Act designed to shield decentralized software developers from certain regulatory burdens. He characterized the provision as consistent with long-standing Treasury Department policy, which has traditionally exempted such developers from Bank Secrecy Act registration mandates. In a sign of shifting political dynamics, Bessent also noted that the Fraternal Order of Police, which had previously opposed the measure, recently reversed its position and now supports the legislation.

Political Dynamics and a Call for American Leadership

Bessent suggested the Democratic caucus fears repercussions from Senator Elizabeth Warren, who has positioned herself as leading an “anti-crypto army.” He argued this political calculation threatens America’s competitive advantage in digital finance and risks driving the cryptocurrency industry overseas through prolonged regulatory uncertainty.

To underscore his conviction, Bessent closed his public appeal with a quotation attributed to Bitcoin creator Satoshi Nakamoto: “If you don’t believe me or don’t get it, I don’t have time to try to convince you, sorry.” He paired this historical invocation with his own framing of the stakes: “America will lead or America won’t. It’s not more complicated than that.”
