Modernizing Settlement with Onchain Infrastructure

Japanese banking and financial services powerhouse MUFG is advancing its blockchain strategy through a new proof of concept designed to move bond repurchase transactions directly onto blockchain infrastructure. Four MUFG entities—MUFG, Mitsubishi UFJ Morgan Stanley Securities, Mitsubishi UFJ Trust and Banking, and MUFG Bank—are collaborating with blockchain technology providers Digital Asset Holdings and Progmat using the Canton Network as the underlying infrastructure layer.

Government bond repo transactions represent a critical component of financial market operations, yet their current settlement mechanisms operate within limited trading windows and involve multiple manual coordination points between parties. By migrating these transactions onchain, MUFG aims to enable real-time settlement operating continuously, 24 hours daily and seven days weekly. Full automation of the transaction lifecycle is expected to substantially reduce operational complexity and overhead costs while freeing capital that is currently tied up in extended settlement periods.

Embedded in Japan’s Broader Financial Innovation Vision

This proof of concept operates within Japan’s Financial Services Agency’s Payment Innovation Project pilot program, launched in February 2026 to create regulatory experimentation space for advanced payment technologies. The pilot provides a structured environment for financial institutions and fintech companies to test blockchain infrastructure, stablecoins, asset tokenization protocols, and onchain settlement mechanisms under regulatory guidance.

MUFG’s strategic focus on blockchain infrastructure extends well beyond this single initiative. The company introduced Progmat Coin in June 2023, a stablecoin issuance platform designed to enable banks to launch Japanese yen-pegged stablecoins across multiple public blockchains. This platform represents significant institutional progress toward practical digital currency deployment in regulated financial contexts. MUFG previously operated GO-Net Japan, another blockchain initiative that the company discontinued in February 2022 to concentrate resources on stablecoin infrastructure development.

Institutional Blockchain Adoption Reshaping Finance

When established financial institutions like MUFG deploy blockchain infrastructure for actual market operations rather than experimental pilots alone, it signals that distributed ledger technology has matured beyond speculative use cases. MUFG’s initiative reflects a broader industry trend where traditional financial players increasingly recognize how onchain infrastructure can enhance efficiency, reduce settlement friction, and lower operational costs in legacy markets.

This institutional adoption of blockchain infrastructure for government securities settlement demonstrates that the technology’s value extends far beyond cryptocurrency trading and demonstrates clear utility for institutional financial workflows. As major financial institutions embed blockchain infrastructure into their core operations, they strengthen the entire digital asset ecosystem and validate the foundational technology underlying cryptocurrency markets.
