Former U.S. Representative George Santos has been permanently banned from the prediction market platform Kalshi following an investigation into market manipulation tied to his own State of the Union attendance—marking the exchange’s first lifetime suspension of a former congressional member.

In a disciplinary notice issued Aug. 28, Kalshi’s compliance department laid out the violations. Between Feb. 2 and Feb. 25, Santos placed a series of substantial trades in a market contract predicting his attendance at the State of the Union address. As an individual whose presence or absence would directly determine the contract outcome, Kalshi’s rules explicitly barred him from trading these markets. Despite this prohibition, he executed the trades and then made a series of public statements—several of which contained false or misleading information—specifically designed to influence the price of the contracts in his favor.

The manipulation succeeded. By making these strategically timed and deceptive statements, Santos shifted market prices and profited $17,839.57 from his trades. Kalshi responded with a permanent trading ban and a financial penalty of $71,356, citing violations of multiple rules including prohibitions on market manipulation, trading with influence over an outcome, and employing deceptive schemes to defraud traders. The exchange also cited Santos for failing to cooperate fully with its investigation.

Integrity Under Strain as Prediction Markets Boom

Kalshi’s enforcement action highlights growing concerns about insider trading and manipulation in prediction markets as these platforms experience explosive growth. Prediction market exchanges like Kalshi—regulated by the U.S. Commodity Futures Trading Commission—and crypto-native platforms like Polymarket allow traders to purchase “Yes” or “No” contracts tied to real-world events, from elections to economic data. Contract prices reflect the perceived likelihood of outcomes, creating markets where participants speculate on event probabilities.

Over the past year, prediction markets have attracted billions in trading volume, mainstream media attention, and institutional investment. However, this rapid expansion has exposed vulnerabilities. The CFTC recently imposed sanctions on a former White House teleprompter operator who traded based on advance knowledge of presidential remarks. A video editor linked to content creator MrBeast was terminated following allegations of insider trading on Kalshi. A U.S. soldier was also charged in connection with allegedly illicit trades on Polymarket.

Building Trust Through Enforcement

Kalshi’s lifetime ban of Santos and the substantial financial penalty signal the platform’s commitment to strict compliance standards. The exchange has introduced additional safeguards designed to detect and prevent manipulation.

As prediction markets expand within the crypto ecosystem, establishing and enforcing strong compliance frameworks now will prove essential for institutional adoption and the long-term credibility of decentralized finance infrastructure.
