The negotiated restrictions would have capped noise emissions at 80 A-weighted decibels measured at the property line, with this noise threshold applicable only to operations exceeding 30 minutes during any four-hour operational window.

Despite reaching these negotiated settlement terms, Hawkins County commissioners ultimately opted to pursue a blanket prohibition instead. Rather than accepting a regulatory compromise that would have allowed controlled mining operations under strict noise parameters, the county chose total restriction, indicating a fundamental preference for complete elimination of mining infrastructure over managed coexistence arrangements.

The county’s mining restriction must be understood within the context of expanding cryptocurrency regulations throughout Tennessee at multiple governmental levels.
