XRP Falters as Regulatory Clarity Slips Further Away

Ripple's XRP continues to struggle amid fading hopes for the Digital Assets Market Clarity Act, trading near $1.00 as lawmakers delay crucial votes.

XRP’s Mounting Technical Pressure

XRP is navigating treacherous technical waters, trading marginally above $1.00 with a market capitalization near $64 billion. The token has become the worst performer among the top ten cryptocurrencies by market cap this past week, declining 4.96% while competitors Solana and Bitcoin recorded respective gains of 3.64% and 1.17%. This underperformance extends across a longer timeframe, as XRP has gradually depreciated from late June levels approaching $1.30, losing momentum after a brief burst in late July that temporarily reached $1.15 before sharply reversing.

Technical analysts point to a death cross formation—a bearish indicator closely monitored by traders—as a warning sign for potential further declines. The daily chart exhibits a concerning pattern of lower highs and lower lows, suggesting a lack of buyer support at higher price levels. The token is currently hovering just above its $1.0128 swing low, with little sign of stabilization.

The Stalled Digital Assets Market Clarity Act

Much of XRP’s recent decline directly reflects deteriorating prospects for the Digital Assets Market Clarity Act. This proposed legislation carries outsized importance for XRP relative to established cryptocurrencies such as Bitcoin and Ethereum, as it would formally classify the token as a digital commodity. Such clarity could eliminate the regulatory uncertainty that has constrained institutional participation for years, potentially opening new avenues for investment and broader adoption.

Lawmakers failed to advance the bill to a vote before the August congressional recess, dashing hopes for passage this calendar year. However, Senate Majority Leader John Thune filed procedural motions late last week to schedule a cloture vote for September 15. The legislation requires 60 votes to overcome filibuster opposition, and with Democratic resistance, analysts widely view passage in 2026 as unlikely.

From Rally to Reversal

XRP’s price movement closely mirrors shifting sentiment around legislative prospects. In late July, reports suggested President Trump would accept the bill’s stalled ethics provision. According to Polymarket, this development moved prediction market odds of passage from 32% to 43%, igniting a broad rally across the sector. That optimistic scenario has since dissolved, with current market action suggesting traders have largely abandoned their regulatory clarity thesis.

The token’s weakness on both daily and weekly timeframes—declining 1.24% on the day despite a largely flat broader market—indicates sellers have regained control. Without the legislative catalyst that initially sparked the July rally, XRP faces renewed selling pressure.

Regulatory clarity for XRP carries broader implications for how the digital asset sector ultimately achieves institutional legitimacy and mainstream adoption.
