Pakistan Launches Crypto Licensing Portal With September 5 Compliance Deadline

Pakistan’s Virtual Assets Regulatory Authority (PVARA) has officially launched its crypto licensing portal, transitioning the nation’s regulatory framework from legislation to active enforcement. According to PVARA, companies already providing virtual asset services before March 5 must submit applications for a no-objection certificate (NOC) by September 5. Failing to do so will constitute an offense, and operating without submitting an application after the deadline will be prohibited.

A Framework for Licensed Operators

The regulatory framework encompasses a broad range of virtual asset services, including cryptocurrency exchanges, custody solutions, broker-dealer operations, lending platforms, derivatives trading, asset management, token issuance, and mining-related activities. According to PVARA, the framework aims to establish standards for consumer protection, governance, compliance, and market integrity within Pakistan’s emerging crypto sector.

Licensed virtual asset service providers must maintain strict separation between customer holdings and their own assets, and are prohibited from lending or pledging customer funds without explicit written consent. The regulatory structure also requires comprehensive governance standards, market conduct protocols, cybersecurity measures, operational resilience mechanisms, and robust anti-money laundering and counter-terrorism financing controls.

Two Pathways to Compliance and Market Entry

PVARA has designed two distinct routes for businesses seeking to enter the regulated market. Companies can pursue a no-objection certificate if they plan to incorporate within Pakistan, or they may enter a regulatory sandbox to test innovative products and services under PVARA supervision before submitting a full license application. This dual approach balances the need for innovation with regulatory oversight.

The portal launch follows a public consultation period held between June and July. Notably, PVARA has already issued preliminary approvals to established exchanges including Binance and HTX in December 2025. These preliminary no-objection certificates permit these platforms to begin establishing local operations and preparing their formal license applications.

From Legislation to Enforcement

Pakistan’s regulatory framework follows the passage of the Virtual Assets Act by parliament in March. To support implementation, the State Bank of Pakistan subsequently authorized domestic banks to open accounts for licensed virtual asset service providers, including segregated client-money accounts. This banking infrastructure integration represents a critical step in incorporating crypto businesses into Pakistan’s formal financial system.

The launch of the licensing portal transforms Pakistan’s crypto regulation from written law into active enforcement, requiring both domestic and international virtual asset service providers to navigate formal licensing or cease operations. Clear regulatory frameworks that define operational standards while maintaining pathways for innovation can help attract legitimate business activity and institutional participation to emerging crypto markets.
