Abu Dhabi Royal’s Investment Signals Major Regulatory Push for Crypto Banking
Sheikh Tahnoon bin Zayed Al Nahyan backs 49% stake in World Liberty's federally regulated trust bank to handle stablecoin operations
Significant Investment in Regulated Crypto Banking
According to the Wall Street Journal, Sheikh Tahnoon bin Zayed Al Nahyan, the national security adviser of the United Arab Emirates and chairman of artificial intelligence company G42, stands behind a major investment in World Liberty Financial’s expansion into regulated banking. Through StringZ Holding RSC, his group has secured a 49% ownership stake in WLTC Holdings, the holding company established to operate World Liberty’s proposed federally regulated trust bank. A separate entity affiliated with the US President’s family maintains a 38% interest in the same holding structure, positioning both parties as principal shareholders in the venture.
This substantial capital commitment represents a second major financial backing by Tahnoon in the World Liberty ecosystem. Previously, he backed a $500 million transaction that captured a 49% ownership position in World Liberty Financial itself, underscoring sustained confidence in the cryptocurrency company’s strategy to bridge digital assets with traditional regulated finance.
Federally Supervised Banking and Stablecoin Infrastructure
The proposed trust bank would bring significant cryptocurrency infrastructure under federal supervision for the first time in this context. Upon receiving final approval and satisfying remaining pre-opening requirements, the institution would assume control over three critical functions: issuance, redemption, and custody operations for World Liberty’s USD1 stablecoin. This arrangement would integrate stablecoin infrastructure into the traditional banking system under Office of the Comptroller of the Currency oversight—a development that cryptocurrency advocates view as essential for institutional legitimacy and regulatory clarity.
The OCC delivered preliminary conditional approval on August 14, representing a major regulatory milestone. The regulator’s published decision confirmed StringZ as an investor and documented its commitment to refrain from operational influence. However, the agency’s filings did not publicly identify Tahnoon as the group’s backer or disclose specific ownership percentages; these details emerged through Wall Street Journal reporting based on sources familiar with the transaction structure.
Geopolitical Context and Strategic Implications
Tahnoon’s dual roles as UAE national security adviser and G42 chairman position him at the intersection of US-UAE technological cooperation. In November 2025, the United States authorized advanced artificial intelligence chip exports to G42, following a broader bilateral AI cooperation framework between Washington and Abu Dhabi. His involvement in World Liberty’s banking infrastructure adds another layer to deepening financial and technological partnerships between the two nations.
The transaction has drawn political attention, with Democratic senators subsequently calling for formal congressional hearings to examine the investment and assess whether it may have influenced US policy decisions affecting the UAE.
The establishment of regulated banking infrastructure for stablecoin operations could set a template for mainstream institutional adoption of digital assets, potentially accelerating the entire crypto market’s integration with traditional financial systems.
