Russia’s largest bank is gearing up for a significant cryptocurrency expansion as the country’s comprehensive regulatory framework for digital assets takes effect. Sberbank Deputy Chairman Anatoly Popov disclosed to TASS that the bank projects cryptocurrency trading volumes in Russia could reach approximately 4 trillion rubles, equivalent to around $46.43 billion, during the first year under the new regulatory regime. The bank’s longer-term forecast indicates volumes could expand to roughly 7.5 trillion rubles, or approximately $87 billion, by 2029. Popov characterized these projections as conservative estimates, acknowledging that a substantial portion of cryptocurrency transactions will continue flowing through exchange services operating outside formal trading structures.
Sberbank Plans to Expand Collateral Beyond Bitcoin
Expanding its cryptocurrency lending capabilities, Sberbank intends to broaden the types of digital assets it accepts as loan collateral. According to comments Popov made to TASS, the bank plans to accept not only Bitcoin but also Ethereum and Tether’s USDT stablecoin as backing for loans. The expansion comes with a regulatory requirement—the central bank must first approve these assets for public circulation before the bank can formally offer them as collateral. The bank’s confidence in this direction stems from practical experience; Sberbank conducted a pilot lending program with mining company Intelion in December 2025 that successfully demonstrated Bitcoin-backed loan structures.
The lending initiative directly addresses market demand in Russia’s elevated interest rate environment, where the Central Bank’s key rate stood at 14%. By accepting cryptocurrency collateral, the bank allows crypto holders to access credit while maintaining their exposure to potential price appreciation—a structure that avoids forcing immediate liquidation of holdings. This approach represents a meaningful shift in how traditional financial institutions incorporate digital assets into banking services.
Russia’s Crypto Framework Takes Effect with Selective Approval List
Sberbank’s aggressive positioning reflects the imminent implementation of Russia’s new cryptocurrency regulatory framework, set to take effect September 1. President Vladimir Putin signed the enabling legislation in early August, establishing comprehensive rules for crypto trading, custody, and cross-border payments. The law maintains a domestic restriction—cryptocurrency cannot be used to pay for goods and services within Russia—while permitting institutional participation and investment activities. Russia’s Central Bank subsequently published preliminary guidance on eligible digital assets, selecting them based on market capitalization, trading volume, and a minimum five-year history of documented pricing. The approved list includes Bitcoin, Ethereum, and USDT. The bank has noted that professional market participants have until July 1, 2027, to obtain necessary licenses, indicating a staged rollout designed to allow market infrastructure to mature beyond the initial launch period.
