His argument is straightforward: concerns about resource consumption become economically invalid once users pay appropriate fees for the block space they consume. When a transaction’s cost correctly reflects the computational and storage resources it demands, the network maintains economic equilibrium. Higher fees naturally discourage excessive usage without requiring subjective judgments about what constitutes “waste.”
This framing challenges the core premise of the restriction advocates. Arguments that certain transactions should be prohibited because they consume resources, Schwartz contends, warrant “extreme skepticism.” The moment a network begins dictating which use cases are acceptable and which are not, it transforms from a public utility into something far closer to a traditional banking institution—complete with gatekeepers deciding whose money and whose transactions matter.
The failure of BIP-110 settled the question for Bitcoin’s immediate future: the network will remain neutral regarding how users employ it, provided the fees they pay appropriately reflect the resources they utilize. This principle—that open networks should remain agnostic about transaction types—carries important implications for the entire cryptocurrency ecosystem.
