Voting Underway on Institutional Credit Amendments

The XRP Ledger ecosystem is progressing toward a major milestone in blockchain-based institutional finance. Independent validators are actively voting on two critical amendments—XLS-65 and XLS-66—that would establish native lending infrastructure directly at the protocol level. These upgrades would fundamentally change how institutions access credit, enabling borrowing capabilities to be conducted on the blockchain itself rather than through third-party smart contracts, which carry inherent security risks. The voting process is proceeding with current support levels between 34% and 37%, with the amendments requiring an 80% supermajority from the validator community to be approved. The voting commenced following a rigorous security audit performed by Sherlock, demonstrating the ecosystem’s commitment to robust protocol safety. Concurrently, Clearpool has begun testing the technical specifications of the lending framework on the XRPL’s DevNet environment, signaling progress toward real-world implementation.

Economic Benefits for XRP Holders and Network

The introduction of institutional lending infrastructure carries significant implications for the broader XRP community. Individual token holders will gain new opportunities to generate yield through Single Asset Vaults, which allow them to pool their XRP holdings and participate in lending activities on terms comparable to traditional institutional investment vehicles. Beyond holder economics, the lending ecosystem creates direct value capture for the network itself—each lending transaction executed on the protocol will burn XRP-denominated fees, establishing a deflationary mechanism that benefits all token holders. Settlement of institutional loans will utilize RLUSD, a regulated stablecoin offering, incorporating a Clawback function that provides regulatory security by enabling forced asset recovery in violation scenarios. This combination of institutional access, holder yield, and network economics creates comprehensive infrastructure for productive capital deployment.

Settlement Layer Expansion and Federal Reserve Integration

Ripple is simultaneously strengthening the settlement and custody foundations required to support institutional-scale lending operations. Through its custody subsidiary Standard Custody, the company is pursuing a master account with the U.S. Federal Reserve—a development that would significantly accelerate settlement efficiency. Such an account would allow settlement participants to eliminate intermediaries from stablecoin issuance and redemption pathways, reducing transaction completion times from hours to minutes. BNY Mellon continues to play a supporting role, maintaining custody responsibilities for U.S. Treasury bill collateral. Additionally, the XRPL is implementing a new Batch feature designed to enable instant delivery-versus-payment settlements directly on the blockchain, eliminating the need for traditional interbank reconciliation processes. Together, these infrastructure improvements position the XRP Ledger as a settlement layer capable of supporting institutional capital flows at scale.

This institutional lending framework represents a critical evolution in blockchain technology’s capacity to serve institutional finance while distributing economic benefits to the broader XRP holder base.
