CFTC Eyes “Mass Tokenization” of Financial Markets
The U.S. Commodity Futures Trading Commission is positioning itself to lead the charge toward a tokenized financial system. According to the CFTC, as reported by Cointelegraph, Chair Michael Selig delivered remarks this week at the US Treasury Market Conference advocating for widespread asset digitization. Selig emphasized that tokenization of real-world assets could fundamentally transform how markets operate, delivering benefits such as near-instantaneous settlement times and seamless movement of collateral across clearinghouses, intermediaries, and market participants.
Drawing parallels to previous technological leaps forward, Selig highlighted how electronic trading once revolutionized markets compared to older hand-signal methods—a transformation he believes tokenization could replicate across all asset classes. According to the CFTC leadership, the agency plans to pursue a principles-based regulatory approach as tokenization and onchain finance continue to mature. This measured stance reflects an attempt to foster innovation while maintaining market oversight.
SEC Grants Tokenized Stock Trading Exemption
Regulators at the Securities and Exchange Commission are moving in parallel. On September 17, the SEC granted what officials call a temporary “Innovation Exemption” for tokenized trading of U.S.-listed stocks. According to SEC leadership, as reported by Cointelegraph, this exemption permits select platforms to facilitate trading of digitized versions of American stocks under defined parameters. SEC Chair Paul Atkins previously indicated in February that such exemptions could serve as a testing ground for onchain trading while the agency develops comprehensive longer-term rules.
The SEC’s Division of Trading and Markets Director recently discussed the regulatory mindset during a Bloomberg TV interview. According to the SEC, tokenization and cryptocurrency have become unnecessarily politicized, though these technologies represent neutral functional developments rather than inherently partisan issues. The SEC official underscored that bipartisan backing would strengthen America’s competitive position in developing these emerging markets.
CFTC Pursues Rules Amid Congressional Uncertainty
The regulatory push forward arrives as Congress has stalled on dedicated cryptocurrency legislation. The Senate failed to advance the CLARITY Act on September 15, prompting the CFTC to chart a different course. According to the CFTC, Chair Selig had previously signaled in August that the agency would move forward with crypto regulations using its existing statutory authority if Congress did not enact the CLARITY Act. True to that statement, on September 17, the CFTC filed a regulatory action covering crypto asset transactions and markets for White House review. The filing remains in preliminary stages and has not yet disclosed specific regulatory proposals.
Regulators continue advancing blockchain-based infrastructure despite political headwinds, signaling that tokenization is becoming a policy priority rather than a niche interest.
