A demonstration took place Friday outside the San Francisco home of Ripple co-founder Chris Larsen as part of a coordinated campaign against automated license plate readers and law enforcement surveillance expansion, according to local media reports. The gathering was organized by Sunrise Movement, a youth-focused environmental advocacy group that has been mobilizing opposition to police surveillance technologies across the country.
Protesters assembled to draw attention to what they view as problematic public investments in surveillance infrastructure, specifically targeting Larsen’s significant financial backing of such systems throughout San Francisco. The demonstration included the distribution of educational materials about Flock cameras and a mock surveillance camera installation displaying a message directed at Larsen questioning whether such infrastructure genuinely enhances public safety.
Substantial Investments in Surveillance Network Expansion
Larsen has committed considerable resources to surveillance camera networks and related police technology in recent years. His financial support began in 2021 when he donated $700,000 toward a camera network project in San Francisco’s Castro neighborhood. By 2023, Larsen’s cumulative contributions to surveillance-related community initiatives had reached approximately $4 million. His involvement escalated significantly in 2025 when he pledged $9.4 million to support the relocation and modernization of the San Francisco Police Department’s Real-Time Investigation Center. Through a lease arrangement, Ripple has provided the facility space for this center. The upgraded operations center now interfaces with an extensive network of more than 400 automated license plate reader cameras operated by Flock. In July, the San Francisco Police Commission approved an additional $3 million contribution from Larsen.
Debate Over Surveillance Effectiveness and Public Safety Priorities
Critics of the surveillance expansion strategy challenge its necessity and effectiveness. Luc Bouchard, an organizer with Sunrise Movement Bay Area, contended that available evidence does not support the claim that automated license plate readers significantly reduce crime. According to Bouchard, the resources being invested in surveillance technology would produce better public safety outcomes if redirected toward housing development and related social interventions.
Privacy advocacy organizations and community groups have raised concerns regarding the implications of large-scale automated license plate reader networks, particularly regarding how license plate data is collected, stored, and potentially shared among agencies. The protesters deliberately brought their demonstration to Larsen’s residence to emphasize the role he plays in funding technology they consider problematic.
The incident demonstrates how crypto industry leaders are increasingly engaging directly in municipal policy debates on topics ranging from surveillance to civic infrastructure.
