Major cryptocurrency exchange Bybit has achieved a significant milestone in its geographic expansion strategy, obtaining a full regulatory license from Dubai’s Virtual Assets Regulatory Authority to offer spot trading services. The approval represents a major breakthrough in establishing legitimate, regulated cryptocurrency exchange operations across one of the world’s most strategically important financial jurisdictions.

From In-Principle Recognition to Operational Authority

Bybit’s Dubai subsidiary, Bybit Fintech FZE, has been granted a virtual asset service provider (VASP) license by Dubai’s dedicated digital asset regulator. This latest approval marks a decisive upgrade from the company’s previous regulatory standing in the emirate. Prior to receiving this authorization, Bybit held only an in-principle approval—a preliminary designation that carried symbolic value but conveyed no actual operational permissions. That earlier status specifically did not authorize the platform to serve customers operating in Dubai or to conduct regulated exchange business within the emirate’s boundaries. The newly issued license, now listed as active on VARA’s official registry, grants Bybit comprehensive authority to offer services to multiple customer segments within Dubai. The authorized participant categories encompass retail traders, qualified institutional investors, and professional market participants seeking to execute spot trading transactions.

Additional Regulatory Milestones Required Before Service Launch

While the license authorization is now secure, Bybit still must navigate additional regulatory procedures before commencing operations in Dubai. The exchange is obligated to fulfill VARA’s established launch process and satisfy particular operational requirements that the regulator has designated as prerequisites for service commencement. According to a company representative, these remaining procedural steps constitute standard regulatory checkpoints that must be completed before the platform can begin serving Dubai customers. Bybit has not yet announced a target launch date, suggesting the company is prioritizing careful regulatory adherence over accelerated deployment timelines.

Multi-Layered Licensing Strategy Across the UAE

Bybit’s Dubai success represents part of a broader regulatory footprint being strategically built across the United Arab Emirates. The exchange previously secured a comprehensive Virtual Asset Platform Operator license from the SCA (the UAE’s federal Securities and Commodities Authority) in October 2025. That federal license, however, operates under geographic restrictions that explicitly exclude Dubai from the jurisdictions where the SCA-licensed entity may conduct business. This jurisdictional limitation created the regulatory need for the separate VARA authorization. When questioned about substantive differences between the two licenses and the reasons Dubai was not included in the original SCA approval, a Bybit spokesperson declined to provide further comment. The tiered regulatory structure across federal and emirate-level authorities reflects the UAE’s governance model, where different administrative levels maintain distinct authority over digital asset operations and business licensing.

Dubai’s emergence as a major destination for regulated cryptocurrency exchanges underscores growing mainstream acceptance of blockchain infrastructure among the world’s leading financial centers.
